Our Client a leading Construction Consultancy has a 6 month contract position for an experience and well qualified Project Control in London.
The individual needs to be able to work collaboratively with all members of the project team including the client’s Consultants and Contractors (including client direct suppliers) around whom the project structure is based.
The individual needs to be able to communicate openly, transparently and to various levels of seniority with confidence and authority.
On a functional level, the individual needs to be able to work with all levels of staff within the numerous client departments such as Project Controls and Operations.
Within the client’s office, the reporting is two fold:
Line Management Reporting - Project / Programme Delivery Manager
Functionally Reporting – Head of Project Controls
Experience of working in environments / within major organisations where Project Controls are ‘part of the norm’ is essential. Typical environments are based upon the Engineering, Procure and Construct model and include Nuclear, Defence, Aerospace, Oil & Gas, Petrochemical, Pharmaceutical / Process.
Practical, working knowledge of Project Controls is vital, along with proven ability to deliver the project controls function in practice.
Summary Job Description:
The Project Controls role within the client’s office specifically involves the integration of time, cost and resource data into a system which enables Earned Value to be established and monitored.
The role requires a practical understanding of Planning and Programming at several levels including design, procurement, manufacturing, construction, operational readiness and handover / commissioning along with the ability to interrogate and ascertain resource levels relating to labour, plant and materials. The ability to use software applications such as Primavera, Power Project and Artemis is vital.
Coupled with an understanding of the above, a practical knowledge of cost management is required in order to align the projects cost plan with the schedule.
An understanding of contractual procedures is also required; these include Change Control, Scope Change Instructions and contract specific procedures as dictated by contracts such as NEC.
Specific Responsibilities:
The client has specific responsibilities for Project Controls, these are listed below and are not exhaustive:
Works collaboratively with all T5c Delivery Managers, Consultants & Contractors to provide assurance to their contractual obligations are being met
Contributes to cost reduction activities, safety & quality improvement in fulfilment of the programme’s objectives.
Contributes to agreement of WBS elements for design and construction project phases across the programme
Work with stake holders, consultants and contractors to manage change, risk and cost control. Agree the responses to EWNs, and NCEs with the contractors and consultants, establish the scope and nature of PMIs when required and direct the Contract Administrator to raise the appropriate formal documentation. Specifically this relates to:

Work collaboratively with the Complex Build Integrator (contractor) to ensure the production and control of baselined, fully logic linked, end to end integrated schedules.
Ensure that the CBI manages and maintains the alignment of time and cost in the plan.
Work collaboratively with Carillion to ensure that monitoring, control and reporting of projects, portfolios and programmes occurs on at least a monthly basis
Provide to the core team timely & accurate project controls information that facilitates a clear understanding of the performance of the programme in relation to planned performance targets & milestones.
Identify where appropriate management intervention is required in order to maintain planned performance, reduce and/or mitigate performance degradation.
Contribute to the monitoring of planned cashflow across the programme
Provide to the core team analysis of trends within the programme and provision of feedback on areas of risk and opportunities.
Facilitate effective working practices and relationships with the commercial, cost, planning, production teams, which supports the success of the integrated controls function.
Act as principal point of contact to Programme Office Project Controls group.
Provide advice, guidance and direction on the controls solution and reporting requirements to the project team.
Ensure that contractual obligations (e.g. review and acceptance of programmes & schedules) are discharged within the contract timescales for areas of responsibility
Contribute to the assessment of time related compensation events
Ensures adherence to the T5C Operating Principles
Contributes to SEP on-line review for the CBI
