Our Client a leading Construction Consultancy has an immediate requirement for an ICT Consultant with specialist knowledge of providing ICT Consultancy Services within the education sector on BSF and/or Academy projects on projects throughout the UK.

The successful candidate will have knowledge across the core Becta services of ICT Technical and Procurement Consultancy within education, and have an understanding of the ICT Educational consultancy that compliments those elements.

Technical ICT Consultancy:

  • Supporting the development of an ICT functional specification, or an output based specification or a technical specification which can be used to procure any new ICT infrastructure, or an upgrade to an existing infrastructure/related service.
  • Supporting processes for integration and or developing an ICT managed service where appropriate.
  • Ensuring the feasibility, affordability and sustainability of the proposed ICT solution(s) and that these meet the educational needs of the institution.
  • Advising on the technical support structures and processes that will be required to maintain the ICT systems.
  • Preparing ICT cost estimates and programmes of work, ensuring tight integration with any overall Project Plan and Cost Plan.
  • Supervising the implementation of any new ICT infrastructure, including agreeing snagging lists and overseeing snagging works.
  • Where there are new buildings or considerable refurbishment, liaising with project architects, engineers, F&E (Furniture & Equipment) consultants and other relevant professionals to ensure that the ICT system design is tightly integrated with the building and F&E designs.
  • Supporting technical aspects of specialist education research and bespoke technology service projects.

Procurement Consultancy:

  • Ensuring procurement processes conform to EU Public Procurement Regulations and legislation.
  • Drafting procurement documentation (including technical and commercial components of the contract).
  • Managing competition processes which may include the Building Schools for the Future (BSF) competitive dialogue process, ensuring impartiality of specifications, evaluating tenders, and producing summary documents and recommendations.
  • Managing the contract negotiations and award of the contract(s)
  • Establishing contract management arrangements once the award is made

Consultants require an in-depth knowledge of Becta processes and how ICT transforms education. They will be required to work with and represent clients at all levels throughout project lifecycles and will be able to develop and review ICT requirements including, ICT Vision, Outline and Final Business Case, Functional and Technical Output Specifications, Risk Registers, Cost Plans, Responsibilities Matrices, ICT Project Plans, Procurement option reports and Tender Documents.

Consultants require an understanding of the requirements to deliver ICT infrastructure projects successfully within new build and refurbishment construction projects. They must be comfortable working with developers, professional design teams and must be able to translate ICT requirements into detailed specifications that fulfil their information requirements.

Consultants will have an excellent knowledge of standards based ICT requirements including equipment room design including environmental service requirements, structured cabling systems, LAN/WAN technologies, IP Telephony, security, cashless catering and educational platforms.

Consultants are expected to show a high degree of integrity, technical expertise and interpersonal skills and will be required to produce BID documentation, attend client interviews, assist in the development on the ICT Consultancy team and work on other ICT projects and activities outside of the educational environment when between commissions.
