We have an immediate requirement for a Highways Operational Manager to work with one of the Countries most successful Construction/Engineering Design Consultancies based in the North West Job Role • To assist the Head of Service, delivering the HAMIS integration objectives of efficiency, service improvement and culture change. • To lead change, manage performance, provide direction to staff and support the development of the team and the workforce within it. • Manage the Council’s highways maintenance, and inspection services and lead the implementation of the HAMIS operational model for blue and white collar staff. • Create efficiency in these services by implementing improvements in the operating methods and improving staff productivity, with a particular focus on training and Health and Safety. • Ensure service provision is to the highest quality and in accordance with specifications and in compliance with the Health and Safety and Work Act and other relevant safety legislation. • Creating, maintaining and enhancing good working relationships amongst staff, other managers and contractors’ organisations. Responsibilities • Ensure the development and implementation of Health and Safety, Quality and Environmental systems. • Develop, implement, manage, monitor and report on the agreed performance management framework within the service area. In particular: • To ensure that management information on performance, monitoring and review is in place and monitored on a daily basis, weekly and monthly basis or other frequency as required, • To provide for effective management understanding and decision making and to provide monthly or other timely reports on progress for HAMIS Board • To manage and co‐ordinate business process engineering activity for continuous improvement where required. • Establish productivity targets for all crews and monitor achievements. • Lead the development of long and short term programmes of work and hold weekly effective programme meetings • To have oversight of and ensure the timely and effective programming and delivery of works orders. • Lead the implementation of the new gang structures and operational methods • Ensure all operations delivered are value for money • Ensure quality of work in the highways maintenance and drainage service: • To develop recommendations for change and improvement to reactive and cyclic works and activities where appropriate. • To ensure work is co‐ordinated with all other services minimising the network occupancy time plan, allocate and evaluate work carried by teams, individuals and self . • Ensure continuous improvement in the defect management system takes place. • Specifying, negotiating, controlling and improving successful external service agreements and contracts. • Ensure that monitoring of workmanship and implementation of necessary corrective action takes place in an effective and organised manner. • To have oversight and ensure a regular review of required and available labour, materials and plant take place. • Developing, managing and improving programmes for cyclic maintenance works. • Provide a quality and responsive highways improvement service: • Inspection of defects takes place within agree set management timetables • Appropriate work methods are drawn up to correct identified deficiencies • Liaison with neighbourhoods team and consultative arrangements takes place Essential Criteria • Educated to degree level or equivalent. • Hold a recognised health and safety qualification • Proven senior management experience in a relevant field and Budgetary management experience. • Experience of managing and supervising the delivery of a highways maintenance service. • Practical knowledge of the highways related health and Safety legislation • Experience of setting targets and improving performances of teams • Practical knowledge of implementing standard highways treatments, through best practice processes • The ability to lead and motivate staff in all aspects of work and in the face of changing conditions and priorities • Experience in preparing and presenting committee reports. Project management skills. • Excellent verbal and written communication skills. • Excellent inter‐personal skills including negotiations. • Ability to work to targets and tight deadlines, and to work under pressure. • Political awareness. Desirable Criteria • Management qualification or accreditation • Experience in managing highways maintenance works
